Develop a gradient cultivation list of “leader” enterprises in county-level characteristic industries, clarify that 3 leading enterprises are the first tier, and 40 enterprises are the second and third tier, forming a development trend of industrial clusters led by leaders, supported by small and micro enterprises, coordinated by tiers, and complementary advantages.
