The General Administration of Customs has issued 12 key measures to better serve the high-level opening and high-quality development of the Beijing Tianjin Hebei region

Recently, the General Administration of Customs has issued 12 key measures to support the coordinated development of the Beijing Tianjin Hebei region, focusing on three aspects: high-level opening up to the outside world, key industry development, and creating a first-class business environment, in order to better serve the high-quality development of high-level opening up in the Beijing Tianjin Hebei region. According to statistics, in the first 10 months of this year, the Beijing Tianjin Hebei region achieved a foreign trade import and export of 4.12 trillion yuan, a year-on-year increase of 1.1%, accounting for 12% of the country’s foreign trade during the same period.

The 12 key measures introduced this time will focus on promoting high-level opening up to the outside world, supporting the construction of an integrated port area supervision model in the Beijing Daxing International Airport Comprehensive Bonded Zone, supporting the implementation of a bonded display transaction off-site supervision model in the comprehensive bonded zone, deepening the collaborative innovation and replication promotion of the customs supervision system in the free trade pilot zone, and striving to create new advantages in the opening platform of the comprehensive bonded zone and free trade pilot zone. At the same time, we will support the construction and digital transformation of smart airports in the three regions, deepen the construction of smart ports in the three regions, and assist the Beijing Tianjin Hebei region in building world-class airport and port clusters.

In addition, the key measures also mention vigorously promoting the innovative development of service trade in the Beijing Tianjin Hebei region, actively providing customs clearance service guarantees for China International Service Trade Fair, and helping Beijing’s exhibition resources complement and promote resources such as the National Exhibition Center (Tianjin); Promote regional cooperation to carry out China Europe freight train services, and ensure the development of international mail services in the Beijing Tianjin Hebei region.

We have learned from Tianjin Customs that the three customs have established a coordination and linkage mechanism between port customs and local customs, strengthened normalized guarantees and emergency coordination, and collaborated to solve the problems that enterprises may encounter in customs clearance, inspection, and port operations during the operation process, ensuring the clearance time of import and export goods. The role of Tianjin Port in serving the opening up of the Beijing Tianjin Hebei region to the outside world is constantly increasing.

In February of this year, a batch of monocrystalline silicon wafers imported by a company in Beijing entered the Tianjin port. Due to the ultra-high cleanliness of silicon wafers, unpacking them in a normal environment may cause dust pollution and product damage. The customs in Beijing and Tianjin cooperated to relocate the inspection operations originally conducted at the port to the destination customs, and Beijing Yizhuang Customs sent personnel to the dust-free and ultra clean workshop for on-site inspection. Through cooperation between the import port, declaration destination, and destination customs, achieve “one declaration, one inspection, and one release”.

Focusing on the development of emerging and key industries, as well as the stable supply chain of energy and resource commodities that are related to national economy and people’s livelihood, 12 key measures have been proposed to implement integrated inspection of precision instruments and equipment such as vacuum packaging integrated circuits and flat panel manufacturing across the Beijing Tianjin Hebei region; Tax exemption shall be granted to biopharmaceutical enterprises for importing advanced technology equipment, key raw materials, and spare parts that comply with policies; Establish green channels for key enterprises and key materials clearance, and support the expansion of imports of raw materials, production equipment, key components, as well as grain, energy, and other key industries in the Beijing Tianjin Hebei region; Establish a regional cross-border e-commerce development consortium, and promote the implementation of pilot projects for comprehensive reform of cross-border e-commerce in the Beijing Tianjin Hebei region.

12 key measures will benchmark against the new evaluation of the World Bank’s business environment, proactively align with international standards and regulations, strengthen cross departmental collaboration, and strongly support the optimization of port business environment.

At present, the pioneering business models of “ship side direct delivery” for imported goods and “arrival direct loading” for exported goods at Tianjin Maritime Port have been applied on a large scale and are being jointly promoted in the Beijing Tianjin Hebei region. The key measures introduced this time also propose to actively promote the pilot innovation model of “direct lifting and direct loading” at regional air ports and railway stations, support the construction of regional “single windows”, and further enhance the level of cross-border trade facilitation.

At the same time, the customs in the three regions will strengthen the cultivation and service of Certified Operators (AEOs), assist enterprises in fully utilizing tariff reduction policies in free trade agreements such as RCEP to benefit imports and exports, and guide enterprises to better explore international markets.

The relevant person in charge of Tianjin Customs stated that the customs will further refine the customs measures based on the actual situation of Tianjin Port, fully promote the implementation and effectiveness of 12 key measures of the General Administration of Customs, and strive to improve the level of trade facilitation in the Beijing Tianjin Hebei region and create a first-class business environment in the region.
