The reporter learned from the official website of the Chongqing Municipal People’s Government that the “Special Action Plan for Enhancing the Chongqing Intelligent Connected New Energy Vehicle Parts Industry Cluster” has been officially issued. The plan proposes that by 2027, the operating income of the intelligent connected new energy vehicle parts industry in the city will reach 700 billion yuan, with a total of 800 new intelligent connected new energy vehicle parts enterprises added.
The release of this Action Plan is not only to implement the relevant plans and deployments of the national intelligent connected new energy vehicle industry, but also to effectively implement the Development Plan for Building a World Class Intelligent Connected New Energy Vehicle Industry Cluster in Chongqing, continuously improve and enhance the intelligent connected new energy vehicle parts industry cluster in our city, and accelerate the construction of a world-class intelligent connected new energy vehicle industry cluster.
In order to achieve the above goals, ten key tasks have been identified:
Strengthen the integration and coordination of new energy vehicles, and by 2027, the local matching rate of intelligent connected new energy vehicle components in the city will increase by 30 percentage points.
Accelerate the transformation and upgrading of traditional automotive component enterprises. By 2027, a total of 500 traditional automotive component enterprises in the city have completed the transformation and upgrading of intelligent networking and new energy, and a total of 10 intelligent factories and 100 digital workshops have been built.
To promote industry integration, by 2027, a total of 200 cross-border enterprises outside the automotive manufacturing industry will be promoted in the city to produce intelligent connected new energy vehicle components.
Strengthening investment attraction, by 2027, the city’s intelligent connected new energy vehicle parts industry will attract a total of 300 new enterprises and build 20 characteristic industrial parks.
Cultivate high-quality enterprises in the industry, and by 2027, strive for one Chongqing enterprise to enter the top ten national automotive parts enterprises and three to enter the top hundred national automotive parts enterprises. Enhance independent innovation capabilities. By 2027, the intelligent connected new energy vehicle parts industry in the city has broken through more than 50 core technologies, established 5 national level enterprise technology centers, 50 municipal level enterprise technology centers, and more than 1000 high-tech enterprises.
To strengthen the foundation of talent support, by 2027, the city will introduce 500 national level talent engineering project experts in the field of intelligent connected new energy vehicle components, and urgently need 50000 scarce talents. A total of 320000 undergraduate, junior college, and vocational school graduates will be trained.
Developing the productive service industry, by 2027, there will be 10 comprehensive and professional alliances in the city’s intelligent connected new energy vehicle industry, and 15 listed companies.
Optimizing spatial layout, by 2027, there will be 1000 intelligent connected new energy vehicle parts enterprises in the western region of Chongqing, with a production value of 400 billion yuan.
Strengthen open cooperation, and by 2027, the comprehensive local matching rate of intelligent connected new energy vehicle components in Sichuan and Chongqing will reach 70%; The export scale of intelligent connected new energy vehicle components in the city has reached 20 billion yuan, and a total of 50 foreign investment projects have been introduced.
In addition, the plan also clarifies the development priorities of the Chongqing Intelligent Connected New Energy Vehicle Parts Industry Cluster, involving power battery systems, intelligent chassis systems, intelligent connected systems, electronic components, automotive software, lightweight components, and thermal management systems.
For example, in terms of power battery systems, Chongqing will focus on developing battery management systems, battery cells, positive electrode materials, negative electrode materials, separators, electrolytes, solid electrolytes, battery boxes, etc., vigorously developing high safety, all climate power batteries and high rate fast charging batteries, actively laying out advanced technology research and industrialization applications such as sodium ion batteries, fuel cells, and semi-solid and all solid batteries, accelerating the development of dry process electrodes Advanced technologies such as high-speed lamination.
To ensure the smooth implementation of the Action Plan, Chongqing will also strengthen policy support, coordinate various financial special funds, study and formulate support policies for the development of the city’s intelligent connected new energy vehicle industry, reward key introduced and integrated industrial chain enterprises, and increase support for projects such as independent research and development and technological transformation.
